The Ministry of health of Ukraine has published a new list of the "red" and "green" zone countries, made using new methods.
That means, that only the incidence of coronavirus for the last 14 days per 100 thousand population is taken into account when compiling the list, (which is compared to the indicator of Ukraine - 99.8 on September, 12).
This reduces the number of countries in the red zone. There are now 146 "green" countries (including Ukraine), 48 "red" countries.
Poland, Bulgaria, Cyprus, Greece, Estonia, China, Denmark, Germany, Albania, Croatia and other countries have again entered the green zone! Montenegro stays in the red zone.
Thus, as of September 19, the red zone includes 48 countries, the green one includes 146 countries.

For the period from 00:00 of August, 28 to 00:00 of September 29, 2020, according to the changes in the Resolution No. 641 of the Cabinet of Ministers of Ukraine, the entry of certain categories of foreign citizens to the territory of Ukraine is temporarily restricted.

If you are among the groups permitted to enter Ukraine, the Red or Green zone of the country from which you are travelling will dictate whether or not you are required to self-isolate for 14 days upon arrival in Ukraine (see list below the page).
Travellers arriving from countries in what the Ukrainian authorities call the "green zone", are not required to undergo self-isolation or observation on arrival.
Travellers arriving from "red zone" countries, have to undergo 14 days' self-isolation proven by the Dii Vdoma tracking app IOS or Android or quarantine in a Government-approved facility for 14 days upon arrival.
You are required to provide proof of health insurance that covers COVID-19 observation and treatment for the duration of their stay. Insurance must be purchased from a company registered in Ukraine or a foreign company that has a representative office or an insurance partner in Ukraine.
*The insurance policy should be issued by a company registered in Ukraine or a foreign insurance company that has a representative office in Ukraine or a contractual relationship with an insurance company partner in Ukraine.
The policy must cover the costs associated with the treatment of COVID-19, observation and the entire duration of stay in Ukraine.
FOR CITIZENS OF "RED ZONE" COUNTRIES
People arriving from the "red zone" countries are required to undergo 14-day observation or self-isolate and sign up in the Dii Vdoma application.
Countries are classified by the Ministry of Health as "green zone" or "red zone" depending on a number of active COVID-19 cases per 100,000 population. Ukraine is in the "green zone" having 38.10 active COVID-19 cases per 100,000 population.
The self-isolation or self-quarantine is not obligatory if a foreigner undergoes a PCR test and receives a negative result no more than 48 hours in advance of his/her arrival in Ukraine, or already in Ukraine. You can take PCR test in one of the following laboratories.
Citizens of "red" countries who have spent the last 14 days in "green" zone countries, and are able to prove it, may act as if they are arriving from the "green zone", though are not required to isolate. Foreigners whose trip started in a "green" country but who have transit through a "red" country prior to arriving to Ukraine (for example, by car) may be required to self-isolate or quarantine for 14 days after arrival.
Children under the age of 12, drivers and crew members of cargo vehicles, buses, train, locomotive, aircraft, sea and river vessels are not required to self-isolate if they prove that they avoided contacts with a COVID-19 infected person.
If citizen of "red" country or Ukrainian, who have visited "red" zone want to avoid 14 days self-isolation and wants to pass PCR test instead:
1.You have to install the "Dii Vdoma" mobile app (IOS/Android) and specify your phone number and the address for the self-Isolation. You need a Ukrainian mobile phone number (+380) with the active SIM card before you arrive in the country, though the SIM does not need to be placed in your phone upon arrival. Inside the app, you must respond quickly to notifications that are sent to your mobile (in Ukrainian). More info on the app.
2.After crossing border, you have 24 hours to get to adress of self-quarantine. During that period mobile app will automatically remind you to note ASAP after you have arrived at the destination point.
3.During these 24 hours it is possible to perform PCR test in one of the following laboratories.
4.During the test, you must provide laboratory with the phone number linked to "Dii Vdoma" app, and sign the informed agreement for data processing. You should indicate the fact and the exact date of arrival to Ukraine (border crossing).
5.After performing test, you have to come back to your place of self-Isolation and let the app know that you are back. note in app that he/she has arrived at destination place.
6. You will receive the test result in 24-48 hours.
7.The negative test result has to be forwarded to Public Health Centre only personally by the laboratory staff. They should indicate your phone number linked to "Dii Vdoma" mobile app.
8.The Public Health Centre collects the data in the unified electronic database and submits to "Dii Vdoma" mobile app the information on termination of self-Isolation.
9.In this case you will see in your "Dii Vdoma" mobile app that self-Isolation is cancelled automatically.
10.You should not delete the "Dii Vdoma" mobile app during the whole stay in Ukraine.
11.You can't submit your negative test results to "Dii Vdoma" mobile app by yourself.
13.You can't leave the place of Self-Isolation until you receive a message in "Dii Vdoma" mobile app about cancelling self-Isolation.
Note: any PCR tests passed in the laboratory not from the above list of Public Health Centre are not taken into account.

The Government of Ukraine is preparing to adopt Resolution № 641, which banned foreigners from entering Ukraine during pandemic, except for the categories of exceptions
According to the draft decision, entry will be allowed if you have an insurance policy that includes cases related to Covid-19.
This is stated in the draft decision, which is available to "European Truth".
The document is planned to be approved according to the procedure that allows to make government decisions on days when there is no full-fledged government meeting. According to the draft, the complete ban on the entry for the foreigners will be excluded from the resolution. Instead, a new paragraph is added to Article 10. "On the territory of Ukraine for the period of quarantine"
So that means that prohibited is:
4) the crossing of the state border by foreigners and stateless persons (except foreigners, stateless persons permanently residing in Ukraine and persons recognized as refugees, or persons in need of additional protection, employees of diplomatic missions and consular posts of foreign states, missions official international missions, organizations accredited in Ukraine, and members of their families, servicemen (units) of the armed forces of NATO member states and member states of the NATO "Partnership for Peace" program participating in the training of units of the Armed Forces), without an existing insurance policy (certificate) issued by an insurance company registered in Ukraine or a foreign insurance company with a representative office in Ukraine or a contractual relationship with a partner insurance company in Ukraine (assistance) and covering costs, associated with COVID-19 treatment, observation, and valid for a period of stay in Ukraine.
5) crossing checkpoints of entry into the temporarily occupied territories in Donetsk and Luhansk oblasts, the Autonomous Republic of Crimea and the city of Sevastopol and departure from them by foreigners and stateless persons without an existing insurance policy (certificate) issued by an insurance company registered in Ukraine, or a foreign insurance company that has a representative office in Ukraine or a contractual relationship with an insurance company - a partner in the country (assistance), and covers the costs associated with the treatment of COVID-19, and is valid for the period of stay in Ukraine.
The procedure for self-isolation in case of receiving a negative PCR test for foreigners who "came from the state or are citizens of states with a high prevalence of COVID-19" is set identical to that for Ukrainians who came from such states. An exception is set for certain categories of foreigners, such as diplomats, NATO instructors, etc.
We are reminding you, that earlier the spokesman of the State Border Guard Service confirmed that the general ban on entry for the foreigners from today is de facto expired.

Restrictions act locally, while Ukraine is divided into four "colour zones" – green, yellow, orange and red - depending on the number and growth rate of new COVID-19 cases, hospital capacity and testing rates.
Yellow, orange, or red color indicator for epidemic hazards are determined for a region with a high prevalence of COVID-19, where at least one of the following signs appears.
1. Bed occupancy rate in healthcare facilities for patients with a confirmed COVID-19 cases are more than
yellow 50% for five consecutive days:
orange - from 50% to 75% of beds are occupied;
red - 75% and more beds are occupied.
2. The average number of polymerase chain reaction tests and enzyme-linked immunosorbent tests is less than 24 per 100,000 population in the last seven days:
orange - less than 24 tests per 100,000 population per day for five consecutive days.
3. The incidence rate of COVID-19 in 14 days exceeds the baseline (40 new cases per 100,000 population):
green - the incidence of COVID-19 is less than the baseline
If an orange or red level of epidemic danger is determined for the cities of the region, inhabited by 75% or more of the total region population, the same level will be determined determined for the whole region.
In "green zones" social distancing and mask-wearing regulations still works, and mass events are limited. In red zones, public transport is suspended, as is the work of most non-essential facilities. The zones can be updated on a daily basis – the government and local authorities have indicated that they may enact local lockdowns at short notice – and enforcement or relaxation of new rules may not happen immediately. You should check the status of regions regularly on an interactive map below.

State border crossing restrictions. Country-specific information.
- The government of Ukraine has extended the adaptive quarantine until October 31, 2020. The quarantine was expanded to ban discos, nightclubs, and concerts in green-zoned regions; restaurants, bars, and cafes are not allowed to work after 12 am.
- At the moment, Ukraine is divided into four epidemiological zones. They are green, yellow, orange, and red, depending on the current COVID-19 situation in region. The Ministry of Health will assign each zone a color based on four COVID-19-related criteria. Each zone posesses a different set of quarantine restrictions. Please make sure to check with local authorities before planning visit, regarding local quarantine guidelines.
- Wearing masks is mandatory in public transportation and indoor public places. Individuals and establishments can be fined for not complying. Everyone should carry ID.
According to the law of Ukraine "On Border Control", foreigners and stateless persons enter Ukraine only when they have following documents:
1) valid foreign passport;
2) NO decision to ban entry to Ukraine, adopted by the central executive body;
3) an appropriate visa (for citizens of the countries which have visa regime of entering)
4) confirmation of the visit purpose
5) confirmation of sufficient financial security for the planned stay and depature from Ukraine
6) Additional document for crossing the state border of Ukraine by foreigners and stateless persons during quarantine
Today, foreigners and stateless persons are allowed to enter Ukraine using an insurance policy (certificate) issued by an insurance company registered in Ukraine or a foreign insurance company with a representative office in Ukraine or due to contractual relationship with insurance company - a partner in Ukraine (assistance), that covers the costs associated with the treatment of COVID-19, observation, and is valid for the period of stay in Ukraine.
In the absence of such a policy, authorized officials of the State Border Guard Service of Ukraine have the right to refuse the state border crossing.
This policy is not required for citizens of Ukraine, as well as foreigners and stateless persons permanently residing in Ukraine, as well as persons recognized as refugees and persons in need of additional protection.

RULES OF CONDUCT IN AIRPORTS
- Only passengers with boarding passes or tickets in paper or electronic form, as well as wearing face masks or respirators can enter the terminal;
- Documents should be provided only opened and without covers. Passengers must be prepared to remove their face masks or respirators at the inspector's request;
- If you are traveling with your sanitizer, please remember that its volume should not exceed 100 ml;
- In case of detection of COVID-19 symptoms by airport employees, the passenger will be handed over to medical personnel;
- In case of self-identification of symptoms it is necessary to cancel the flight. You should inform the air carrier about your decision through the airline's contact center and contact a doctor;
- Passengers who ignore the requirements for the use of personal protective equipment during their stay in airport areas and directly on board of aircraft may be removed from the flight;
- Passengers must provide themselves with a sufficient number of personal protective equipment;
- You are not required to wear personal protective equipment if there is a document confirming contraindications for the use of personal protective equipment due to existing diseases;
- During the stay on aircraft board try to minimize your moves and perform all actions with your luggage yourself until it is handed over to air carrier;
- Check-in online on the airline's website and scan your boarding pass yourself;
- Plan more time for check-in and check-out to avoid crowded places;
- Disinfect your luggage at check-in.
Ukrainian government eased quarantine restrictions and allowed citizens to replace mandatory observation with self-isolation. Self-isolation can be passed at the final destination.
How is observation different from self-isolation?
During the observation, you have to stay in a hospital or other institution used by the local authorities as an observation point. While at self-isolation, you may determine the location where you plan to stay for 14 days.

Algorithm to stop self-isolation
You may terminate your self-isolation after the state border crossing or after entry from the temporarily occupied territories of Donetsk and Luhansk regions, the Autonomous Republic of Crimea and the city of Sevastopol in such cases:
⦁ you have been self-isolating due to procedure after crossing the state border or entry-exit checkpoints during the last 14 days;

Bringing your vehicle for personal use

Non-residents of Ukraine have the right to take their vehicle with them for personal usage for the term less than 1 year. In this case you don't need to complete a customs declaration form. In Ukraine you can only use the vehicle by yourself (if you have brought it into the country). The car can't be used for commercial purposes, dismantled, sold or be rented by other persons. If you want to perform any of these actions, you have to register the vehicle in Ukraine and pay the appropriate customs tax.
You have to move vehicle out of Ukraine within the required timeframe, or place it into the customs regime of the State.
If your car breaks down and can't be fixed, you should let the Customs Service know about this fact and prove that it can't be repaired. After that you may dispose the car through the official channels of the Customs Service.
If you take a privat car to Ukraine win order to transit the country, you may be asked to complete a customs declaration form and pay a deposit.

5) proof of financial means for the planned stay and depature from Ukraine
6) additional document for crossing the state border of Ukraine by foreigners and stateless persons during quarantine
Today, foreigners and stateless persons are allowed to enter Ukraine only when they have a health insurance, purchased from a company registered in Ukraine or a foreign company that has a representative office or an insurance partner in Ukraine. Otherwise authorized officials of the State Border Guard Service of Ukraine have the right to refuse the state border crossing.

COVID-19 test available at three airports in Ukraine
At the following airports - in Lviv, Kharkiv, Odessa cities - you can take the COVID-19 test immediately upon arrival. Modern laboratories have started working there.
At the Danylo Halytsky International Airport in Lviv, coronavirus testing is performed by the Unilab laboratory. You can take the PCR test immediately upon arrival. The results should be ready within a day, they will be transferred to the Public Health Center, which, in turn, will redirect them to the "Dii Vdoma" application.
Not only passengers arriving from the countries of the "red zone" can pass the test for coronavirus, but also passengers who are preparing to fly from the airport "Lviv".
You can only pay for PCR testing in cash. In a special form you will need to indicate the data, signature and phone number registered in the application "Dii Vdoma".
From July 18, the laboratory of the MTM Medical Center opened at Kharkiv Airport. The pick-up point is located on the ground floor of Terminal A and works on a schedule adapted for flights from the "red zone" countries. The price of the service is UAH 1,800 in the period from 08:00 to 21:59 and UAH 2,100 in the period from 22:00 to 07:59. You can pay both in cash and by card.
In case of a negative test, passengers will be able to complete the isolation ahead of schedule according to the following algorithm:
